Solidarity with the People of Toulouse

The day after the disaster, Total set aside a fund of several million euros to help all the inhabitants of Toulouse who were affected by the explosion. An unprecedented mobilisation of the Group in support of local companies and their employees.

Sustained mobilisation

The day after the disaster, Total made available several million euros for emergency assistance to disaster victims.

On 28 September 2001, the Group, in conjunction with the French Red Cross, also set up a fund of 3 million euros of follow-up aid for the people most seriously affected by the disaster. This fund was managed directly by Red Cross, which mobilised 1,400 volunteers to carry out its actions in Toulouse.

More than 75 other social actions were carried out over a 3-year period (prior to and in addition to compensation), particularly:

  • Resources were mobilised to cover vitally necessary works (“Windows” fund);
  • An “Energy Solidarity Fund” was set up to finance abnormal consumption of energy in dwellings damaged by the explosion;
  • A team of social workers and a crisis centre were set up to provide the victims with psychological support;
  • Specific aid was allocated to re-house disaster victims;
  • Financing was set aside for an epidemiological study of psychological and hearing pathologies resulting from the explosion.

Assistance to keep companies in operation

The disaster also had a severe impact on businesses located in the area surrounding the site. Various measures were therefore taken to keep them in operation.

  • Financial assistance was offered to shopkeepers in the vicinity of the plant and emergency cash was made available to the companies most seriously affected by the disaster, as well as a fast-track procedure to obtain compensation.
  • A re-employment programme devoted to SMEs was set up with financing from the Group. The centre succeeded in placing 124 people in new jobs.
